The IFDH is of the opinion that a general obligation to vaccinate, a specific obligation to vaccinate health personnel and the CST system are or would be, in principle, in line with human rights. However, certain reservations can be made in order to avoid that the application of these measures has a disproportionate impact on certain persons or groups of persons.

When looking at a specific obligation for health care workers the IFDH focused on sanctions and awareness raising among workers. The sanctions must be proportionate, i.e. dismissal must be the last resort, and maximum efforts should be made to raise awareness among health care workers to convince them to be vaccinated and thus prevent the dismissal of unvaccinated health care workers.
