European Commission Rule of Law Report 2025
In July, the European Commission published its annual Rule of Law Report. It examines developments across all Member States, both positive and negative, in four key areas: the justice system, the anti-corruption framework, media pluralism and freedom, and other institutional issues related to checks and balances.
The Report includes country chapters for all 27 Member States, as well as four enlargement countries (Albania, Montenegro, North Macedonia, Serbia).
As set out in Commission President von der Leyen’s Political Guidelines, as of this year the Report also gives a particular emphasis to the Single Market dimension, monitoring developments across EU Member States.
